Is there a best time of the year to buy/eat scallops?

Fresh scallops are available year-round thanks to the Federal fishery that harvests from the Gulf of Maine down to the waters off North Carolina. The bay scallops of Nantucket and Peconic Bay are available in the fall, and Maine dayboat scallops are available in winter and spring.
